October 18: The judiciary's first perception of the Constitution was coldly inadequate, says PP Rao, Senior Advocate at the Supreme Court. But the 1970s saw a revolutionary change in the Supreme Court and the focus moved to judicial activism; this was when the Parliament lost its effervescence. Both sections need to work together to ensure the country progresses, he adds.
