October 4: “We need not levy the maximum permissible penalty every time there is an offence,” says M.F. Farooqui, Telecom Commission Chairman and Secretary at DoT. We need a degree of proportionality when levying penalties to ensure there are no excessive penalties, he adds. While not passing any judgements on past penalties, he stresses the need to provide an avenue for appeal within the DoT before they approach the TDSAT.
